Kozdere HEPP
KOZDERE HEPP project is one of the energy projects included to “West Mediterranean Basin Reconnaissance Survey Report 1962” developed by General Directorate of D.S.İ..
Within the scope of the work conducted according to the provisions of “Energy Market Law” No. 4628 entering into force after being published in the Official Gazette dated 02.03.2001 and numbered 24335 plus the provisions of “Regulation on Water Use Right” entering into force after being published in the Official Gazette dated 26.06.2003 and numbered 25150; it was projected to generate firm energy of 28,467 GWh and total of 40.69 GWh by drawing out the water at 340 meters having an average flow rate of 5.5 m³/s and lower it to 232 meters via a 6.5 km long transmission line with 0.0005 gradient and consisting of channels, tunnels and siphons, thus creating 108 m head.
Within this context, for KOZDERE HEPP facility, firstly a “Water Use Right Agreement” was drawn up with General Directorate of D.S.İ. on 02.12.2005, then EMRA issued the “Generation License” dated 29.12.2005 and numbered EÜ/627-2/601. With the said license, ADO Madencilik Elektrik Üretim San. ve Tic. A.Ş. was granted permission to generate electricity at KOZDERE HEPP facility for 49 years as of 29.12.2005.
The construction of the plant commenced on 12.10.2009 was completed on 03.10.2011. The provisional acceptances of the plant were made by the committee appointed by the MENR on 08.10.2011 (Unit-1) and 20.01.2012 (Unit-2). The plant was commissioned after the “Provisional Acceptance" of Unit-1 was made on 08.10.2011.
Within the scope of the Article 5/3 of the Energy Market Regulatory Authority License Regulation, “The rights and obligations of a legal entity that received a generation or autoproducer license under this Regulation may be transferred to another legal entity by demerging into another legal entity pursuant to Turkish Commercial Code and the relevant legislation or to another legal entity established with the same partnership structure provided that the approval of the Board is taken; and a new license is given to the legal entity who has the approval for transfer as the continuation of the former.”, Licenses of Kozdere HEPP of Ado Madencilik Elektrik Üretim Sanayi San. And Tic. A.Ş. dated 29.12.2005 and numbered EÜ/627-2/601 were terminated with the decision of EMRA dated 24.01.2013 and numbered 4249-2 and Yurt Enerji San. San. And Tic. A.Ş., which has the same partnership structure and which is founded to generate electricity from renewable energy sources and operates within this scope, was given generation license dated 24.01.2013 and numbered EÜ/4249-2/2533.
